Sergey A. Usachev was born on 15 August 1960 in Syktyvkar. He is Russian by nation.
He has gone into higher education. In 1983 he graduated from Syktyvkar State University with a degree in physics.
In 2001 he graduated from Northwestern Academy of Public Service with a degree in law.
