The State Council of the Republic of Komi forms standing commissions from among the deputies on special activities of the State Council of the Republic of Komi. They are bodies of the State Council of the Republic of Komi with the reporting function. The standing commissions exercise the right of legislative initiative on the issues under their jurisdiction.
The standing commissions perform functions on development and preliminary consideration of draft bills and other issues under their jurisdiction; exercise other powers in line with the standing commissions statutes approved by the State Council of the Republic of Komi.
The standing commissions are formed at the session of the State Council of the Republic of Komi. They function up to the expiration of the term of office of the State Council of the Republic of Komi. Members of the standing commissions and their number are assigned by the State Council of the Republic of Komi. During the term of office the State Council of the Republic of Komi may form other standing commissions, abolish and reorganize the existing ones and change the standing commission composition.
