Alexey Tsypanov is Deputy of the State Council of the Republic of Komi, Yuzhny single-mandate electoral district # 15.
He was born on 25 August 1949 in v. Vizinga, Sysolsky District, Republic of Komi.
Alexey Tsypanov has gone into higher education. In 1985 he graduated from Bonch-Bruevich Electronic Technical Institute of Communications in Leningrad with a degree in telecommunications engineering.
