Marina Istikhovskaya is Chairperson of the State Council of the Republic of Komi - Deputy of the State Council of the Republic of Komi, single electoral district, Unified Russia Political Party, the Komi branch.
She was born on 26 November 1965 in the City of Inta, Republic of Komi.
Marina Istikhovskaya has gone into higher education.
In 1988 she graduated from Syktyvkar State University with a degree in finance and credit.
In 2000 she graduated from North-West Academy of Civil Service with a degree in state and municipal management.

She was included in the RF delegation for participation in the Congress of Local and Regional Authorities of the Council of Europe in 2006-2008 by the Decree of President of the Russian Federation.
Marina Istikhovskaya is married, with a daughter and a son.
