VLADIMIR TORLOPOV
Vladimir Torlopov was born on 14 November, 1949 in a large family. He is Komi by nation. Aleksandr Poliektovich, his father, was a war veteran and worked as a president of union of wood floaters. Maria Petrovna, his mother, was an elementary classroom teacher.
He has gone into higher education. In 1971 he graduated from Komi State Teachers’ Training College, in 1988 – from Leningrad Higher Party School.
Vladimir Torlopov is a doctor of social sciences and a member of the doctorate academic council at Herzen State Teachers’ Training University in St. Petersburg. Vladimir Torlopov is an honoured worker of the Republic of Komi.
In 1971, he started his career as a secondary teacher of physics. In 1972-1973 he served in the army.
Since 1974 Vladimir Torlopov had been consistently promoted as an instructor, a head of department, and a president of Komi regional union of civil service workers in the regional trade union council.
In 1990, he was elected as a deputy to the Supreme Council of Republic of Komi from the trade unions in Mezhador constituency #150 (Sysolsk District).
In 1993, Vladimir Torlopov was appointed as the first deputy for social matters to chairman of the Supreme Council of the Republic of Komi.
In 1995 and 1999, he was elected as a deputy to the State Council of the Republic of Komi in Lesozavodski constituency #1 (Syktyvkar). Vladimir Torlopov was elected soon as chairman of the State Council.
In 1996, he became a member of Federation Council of the Russian Federation where he chaired the social policies committee.
On 16 December, 2001, Vladimir Torlopov was elected as the head of the Republic of Komi. He entered upon office on 15 January, 2002.
Following the proposal of the RF President, on 7 December, 2005 his appointment as the head of the Republic of Komi was reconfirmed by the State Council of the Republic of Komi. He took office on 15 January, 2006.
On 3 March 2010 he was authorized as the Represenative of the Government of the Republic of Komi to the Federation Council of Russia
He received several national awards by the RF presidential decrees: Banner of Honour (14 November, 1999) and Banner of Outstanding Services to the Country, IV Grade, (13 November, 2006) as a tribute to “…his big contributions to the socio-economic development of the Republic of Komi and long-term conscientious piece of work”.
He was also awarded with a Banner of St. Sergius of Radonezh. Vladimir Torlopov is a laureate of Svyatoslav Fedorov Award in the “Federation” category and a holder of the commemorative medal with the inscription that says “For gentrice and worthy deeds”.
He is married with two daughters.
